I would have done it before the seal coat, but since you have sealed it just do it on top of that.

Just straight epoxy. In fact, if not that you have already sealed it you can use regular wood glue. Since you have epoxy coated already then use epoxy to glue it on. Then sand, then glass.

Without the fibers of sawdust, cabosil, microfibers, or other filler, then the bond is just the crystaline hardened epoxy which will tend to want to break under stress kind of like glass would break in a line. The filler gives structure to the bond. The fibers criss-cross and give strength similar to how the cloth gives strength.
