Seeking: When to apply an overlay in the lay up process

Still working on my CLC kit, bought one of their inlay/overlay designs--compassrose--nicely done.

Question: When should I put it on the deck? Right now I have a seal coat only. Should the overlay go under the glass or over?

Also does it make much difference if I use the straight West Systems epoxy without thickener ( thinking it might not present as much of a squeeze out that is visible if I just use the epoxy, any thickener is going to introduce some color/cloudiness.

And while anyone is at it can you give me a simple explanation re how the bond gets stronger if we introduce some cabosil or sawdust?
