I don't hesitate to use shellac as a sealer or tie coat for a finish like varnish. Good shellac will stick to practically anything.

The epoxy & glass on strip boats is structural, and I want to give the epoxy the best chance possible to 'penetrate' the wood- even if it is just a mm or less, so I don't use shellac (or stain) between the wood and epoxy.
This is all assumption on my part- it would be best to make up a couple of test panels to see the effect (if any) of shellac. Make 'em and break 'em, and you will know.

BTW, I've had blotchy results with shellac on occasion. If you do use shellac, the 'ultra blonde' or similar flakes are easier to handle than some of the more deeply-colored varieties, IME.
