Epoxy is the ideal but other glues/resins work too. I've got a pair of dinghys, one is sitting in the snow (upsidedown) in the back yard now that were built of exterior A/C plywood and polyester resin and taped wth fiberglass mat, they've been around now for something like 20+ years and have held up just fine. Wouldn't do it that way now, too much work to use cheap materials, but cheap can work too. Btw, the polyester resin at the time was about $75 for a 5 gallon pail, slightly cheaper than epoxy .
