Other: sea sock for a SOF

I'm wondering if it would be possible to attach a sea sock to the inside of a combing with another piece that would trap the cloth between to rims. Thinking about the circular frames used for needle work. The inner ring would have some means to expand it to fit tightly inside of the combing's inner diameter.

I have a F1 which has a minimal rim on the cockpit. If I expand the rim to hold on the sock I will have to buy/make another skirt. If I don't enlarge the surface to hold the skirt and sock on it seems like it will not be very secure.

Think it might work?
Any thoughts on a workable waterproof cloth for the sock. I was thinking lightweight nylon with something much heavier to reinforce the areas that would be contact points--pegs and seat. Again thoughts?
