No biggy, carbide tipped hole saw and go slow, also drill the finishing part of the hole from the other side so the fuzz if any is in the middle of the layup. Do not sand, it makes a horrible mess. Advantage to drilling from both sides, basically cut the laminate on one side then drill from the other, is the fuzz you can ignore.

The odds are excellent that the boat is either polyester or vinylester and neither respond well to heat and are extremely flammable. Put in direct sun and put something on the inside pushing out on the depression (like for a poly boat) it might pop back out.
