I have a feeling you are asking for trouble trying to cut a hole in a Kevlar hull. Kevlar is a very tough fiber. It doesn't cut easily and it's almost impossible to sand. To do a decent hole you need a hole saw. But I couldn't saw whether a common hole saw would do the job.
As for the hull dimple. If you don't know what resin is involved you are risking screwing up the hull. Since this is an expensive Kevlar hull it's best to contact the manufacturer for a repair routine.
