If you haven't seen it in person it's probably best to forget about it. There could be problems a lot deeper than just the finish. Glass hulls that have had long exposure to sunlight can start to degrade to the point they are weakened. Used rotomolded plastic kayaks can be had cheaply new and are very cheap used. Since rotomolded kayaks are a relatively new product the hull shapes they have are newer too.
