I would first check if the forms are in the right places. Even a few inches off would make them not to fit correctly. In kit from Pygmy I built once there were 3 forms and they fit very well in the designated areas.
Once you assure you are gluing the forms exactly where they belong, check the given form is the one for the given position. It is possible that you may have swapped the bow and stern forms, even though they look very similar.
Last I would check your stitching. Typically kits require panel edge-to-panel edge stitching. If you stitch ex. panel edge to panel surface, the dimension of the hull will not be accurate and the form will not fit right.
