Steve,

I read a post on this board that said as long as you can indent the epoxy layer you are applying over with a thumbnail you are OK to recoat without sanding. I did my recoats as soon as the previous coat was cured enough to recoat over so I am not speaking form experience. I would be very cautious about blush on the surface. If there is any doubt I would want to err on the side of caution, and sand. A call to the supplier of your brand of epoxy might be time well spent.
