Yes, WRC steam-bends very well. I've bent 1/8" strips into 8" diameter circles. I can be a good way to fabricate curved pieces like stems, hatch rims, a kayak cart. Those are the applications I've bent Cedar in anyway. It will start to split out the side sometimes... the workaround is to sandwich the workpiece between other sacrificial strips. The outside strips may split but the inside ones don't. Like the others have said, for your application a heatgun is probably your best bet though.

I might as well attach another picture of my cart. It's a good shot of the steamer setup: a kettle from the Goodwill, a $10 burner, hose, hoseclamp, tape and X ft. of PVC pipe. The top is plugged with a dishtowel. The other piece of black PVC (back left) is a trough that can be used so soak long strips so they bend a little easier.
