Kurt,
Consider hand drawing your decal onto regular white paper or a sketch pad (clean) and proceed to draw/re-draw until you come up with something you like. Then get that decal scanned as a .gif or .tif or .bmp so you can put it on the computer. Once it's on your machine, you can make minor or drastic changes and save each one under a different name. This is also a good way to make size changes by rescaling the picture size. Most digital imaging software have great features for tweaking your picture. Save and print these pictures onto the tissue (taped to a separate sheet) and dry fit many different images until you find one you like. This way you can try many options without a lot of work. If you don't have major changes or want to take advantage of some of the cool effects from software, just photocopy your artwork to tissue and be done with it. The photocopier can even change your image size and/or darkness. Something to think about...
