Hi Eric, you might be thinking of one of the Guzzler pumps; that's probably your best route other than the design Ben mentioned. Run a search on http://www.google.com/advanced_search with "Guzzler" and "footpump" as key words. I also did a homemade footpump prototype (below) but all the bugs aren't worked out yet. I like your concept; why not design your own?
