Ray is Joe's "neighbor" in Port Angeles....

Joe showed me his way...essentially what you described, but cut the cord "differentially" so the sheath and the rubber glue joints were offset by about 1/2".

On one end, peel back the elastic sheath and cut it 1/2" behind the ends of the rubber. On the other end, peel back the elastic, and cut the rubber 1/2" short. Glue rubber to rubber, then lay the peeled back sheath over the rubber joint, and then glue the sheath.
