When you are logged into your Google Picassa account, and you look at one of your images (full size, not thumbnail size), under the image is a blue link that says "edit". Click and type.

Perhaps even easier, when you are looking at the thumbnails, there is a button called "Edit Captions". Since you have so many images this would allow you to do them all on one page instead of having to click through each image.
