Strip: Guillemot Double Strongback placement

I have lofted all the forms froms Nick's offsets and am about cut them out. Nick's instructions have me a bit confused however. He says that for this boat he placed the strongback 2 inches higher than the waterline in order to make tha strongback as long as possible. This is fine till I get to the stern end form. If you look at the picture on page 58 the figure 4-16 seems to show the bottom of the strongback on the water line. To raise it 2 inches would put it above the top of the end form. what am I missing?
Also the DWL on my forms 1&2 and 18&19 do not seem to agree with the DWL on the end forms. If I line up the waterlines the tops of the forms are above the top of the end forms. I understand that I have to cut 1/4 off from the center of each of the forms that get mounted on the end form but this would not seem to resolve the problem.
Thanks for any help you can give me in understanding this.
