Epoxy: Pygmy Coho - When do the panel joints get sanded?

Hello,

I am building a Pygmy Coho and have just finished gluing the joints for the panels that (will) form the hull.

For each panel joint glassed & glued, there is now a patch of dried epoxy that is roughly 1/32 to 1/16 of an inch above the surface of the wood. I have peaked ahead at the instruction manual, and perhaps I missed it, but at what point does the joint epoxy patch on the panels get sanded down to the same level as the rest of the hull wood? Does this take place after the panels are stitched together?
