The torque aplied is equal to: (the distance from the rotation center to the aplied force) times (the applied force). If you assume the rotation axis is a vertical line at the middle of the cockpit, then the distance from there to approximately the middle of the paddle blade is the length of the "moment arm" The force is the amount (Lbs) you would apply to the center of the paddle blade to make it move through the water at the same rate (a simplification, not accurate, but useful for visualization). So a short shaft with a large blade may have a lower moment (torque) required than a long shaft with a small blade, depending how small the blade is and how long the shaft is. The moment can be the same if the length and blade size are chosen to perfectly offset th effect of the size changes.

The slippage is the difference between the speed the paddle moves through the water and the speed the boat is propelled forward. If you stand on the dock and try to paddle, you achieve 100% slippage.
