I think we can all agree that the panel that is strongest in a given test will be strongest when subjected to similar forces. While these forces may not be exactly what a boat sees on the water, they will be comparable in relative terms. The only thing "wrong" with this type of testing is it is incomplete. So... more testing.

Cheap compared to wrecking a boat as has been proposed, but obviously not free.

Getting meaningful data is difficult. It is also far more boring than going out for a paddle, but the results are something that can be used.
