The cheapest place for plans would be Nick's book, in it He's got offsets for 3 kayaks including a double, I've posted the link below.

Try ringing around, local importers, distributors and manufacturers would be the best place to start. I'm in Australia so I can't give you specific information, My local boat shop was selling 6oz glass for $8.90 per metre, I eventually tracked down an importer who sold me the same stuff for $4.75 per metre. He even gave me an extra 4.5 metres free cause it was the end of the roll and gave me a metre of 6oz kevlar as a free sample. These people tend to deal in huge quantities of glass cloth so they don't mind giving away a bit extra to non professional builders, as opposed to the local boat shop who want to squeeze as much cash as they can from their stock.
