You may want to go ask a Harley Davidson dealer about this, or check out some of the Harley web sites and news groups. I'm not kidding btw. Harley had a real problem with this problem and their fiberglass saddle bags for a number of years. Don't know in fact if they ever got it resolved in fact. I don't remember ever hearing of a cure, just recommendations for how to minimize it. As in putting things in baggies first, leaving the saddlebag lids off as often as possible, etc.
