The breather hole has been around for a long time in British kayaks that use VCP hatches. It was necessary with them since they were the only ones with water tight hatches. In the summer, the rugbber hatches would puff out as the air expanded.

The breather hole gets drilled in the center of the bulkhead. The tinest drill you have ...like a paper clip thickness. You won't do any damage without it but you will build up pressure in the summer. You won't get a drop of water in the bulkheads. I roll all the time and sometimes practice rescues and wet exits and my hatches are bone dry. Because the hole is in the center, water never reaches that level and even if it did, I don't think it would force itself through that tiny hole.

I use wood bulkheads. If you use foam bulkheads, I'm not sure what you do or how they will handle the pressure. You may be able to drill a hole and insert a tube? You have to remember, most strap on hatch covers leak - this is why pressure build-up not a concern for most people.
