All the photos are from Mann Lake. My two sons & I were there for three days.
From early morning to 10 or 11, the lake was glassy calm, then light wind until about 4. Then came the thunderstorms and heavy wind. The storms are usually over by 7 and the wind calms down. However, every once in a while, the Mann Lake Express comes through from the North, funneling through between Steens and the hills to the East -- sustained winds of 50 - 60 mph, usually starting in late afternoon and lasting well into the night. We've also had days of nothing but sunshine and no wind, but not often.

As to Malheur, I've never paddled it. It is big, shallow and terribly exposed - could get nasty real quick. (BTW, Summer Lake is the same.) Also, since it is part of the wildlife preserve, paddling may not be allowed. I would check at the Field Station first.
