Based on your description, I suspect that the problem is that you're letting the boat roll over on top of you, which tends to push you down into the water. To scull or balance brace easily, you need to roll the boat away from you, so it tends to lift you. Conciously push the boat away with your far side leg and arch your back and you should find it much easier to stay at the surface.
