epoxy alone, adds very little strength .
so, adding fill coats adds more weight than strength.

the fillcoats on the outside are ment to give some extra protection
to the glass, so it won't be exposed with every little scratch.

another reason is to enable sanding & smoothing everything before the
varnish.
