If they're apearing after you sand it's the glass suspended on the surface and you're sanding into the fibers. Here's something I discouvered. Sometimes it won't wet out since the fibers are rough and hardened with epoxy. I wet sand areas like that with 220 or finer wet and dry. Many times (not always) this allows the epoxy to wet it out or saturate the fiber ends. Actually more like conceal it. It's worth a try.
