Never having done this myself, I'd guess that you'd want to cut on a 45 degree angle. The calculation of how much 38 inch cloth you'll need to cut your tape is just a matter of calculating areas and figuring our how much waste to allow for. With 10 percent waste, 5 feet of 38 inch cloth should give you the bias strips that you need.
