glassing on top of sanding

I've glassed in my inside seam, and am about to do the outside... unfortunately I was sloppy in some of my epoxying, and need to sand down some drips in the area first. How fine do I have to sand it so that the scratches aren't buried in there? Will the epoxy fill in scratchs from an 80 grit? Or do I have to sand to a wet 400?
Also, what's the big deal if a biaxial tape gets a little stretched along the way?
