Bryan,
It's not stainless steel, but take a look at the One Ocean carbon fiber rudder plans. I have spent three evenings working on it so far, and the rudder blade and the other parts are laminated and shaped. I'm very pleased with the rudder.
It's light, stiff, and has an airfoil cross section.
