Glassing questions

I put on my 6 oz full layer of glass on the haul, then an extra 6" wide layer of glass running from the bow and stern a long the keel for about 4', then a 4" layer on top of that. I scraped the 6" & 4" edges and faired them smooth, then sanded them. When I put my next epoxy fill coat on I had some white showing that didn't seem to wet through where I had scraped. What causes this? I also had a couple of small bubbles in the main glass that I hadn't noticed before. Should I keep filling with my coats of epoxy or sand over these bubbles now and see what happens. I didn't have any problems glassing my deck so these have surprised me. Thanks.
