If at all possible I always bend things before applying to frame, using a homebuilt steamer. Set it on frame and clamp while still hot. Since there are two ends and the steamer is only 5' long I take the dried strip off and repeat for the second end, first marking the center of the strip by a form to get it back in the same place when doing second bend.

But in your case, as it sounds like you have already got the strip on the boat, I would use the method Nick suggests. I have used it very successfully on 3/4" square material with NO problem. For a strip of that size I would use the wash cloths or face towels to keep them light weight. Dampen them to the point of almost dripping and toss them into the micro-wave. Get them to where they are too hot to handle for more than a few seconds, then wrap them around the strip and clamp the strip with something heavy enough to apply pressure, but not make them sag or break. Let the cloths stay on till they start to cool and then micro zap them again. Let the weighted tip bring them around to where you want them on it's own. If you force it, you may break it. The cells in the wood WILL come around when they soak up some of the hot moisture. With the 3/4" square strips on my Walrus I was getting a 90* twist in about 15 minutes using 3 or 4 3' pipe clamps for pressure, but you could use a c-clamp and attach other c-clamps to it to pull it around sufficiently without too much pressure.
