Just lay out your glass and wet-out with epoxy. Sanding is not needed. If your cat is stuck to the surface remove, otherwise go on to glassing

The seal coat will be soft, if you tried sanding it it would be like sanding Gummy Bears, you'll push around soft resin and gum-up your sandpaper fast.
