Hi Bruce, I could be mis-reading your post completely but weathercocking is the tendency of the bow to point up into the wind. I find that when the wind gets to be too strong that any boat likes to lay sideways to the wind regardless of it's inclination in lesser winds. 15-20 mph is getting strong enough that the kayaks total windage is a significant factor so it may be possible that you are light in the kayak for high wind conditions. For example my Mariner Express is great for nearly all conditions but it sits high in the water even with a load so when I was in very high winds 25-30mph it was extremely hard to point off the wind. Most folks are in kayaks that can hold 300lbs comfortably which only becomes a problem in high winds. Nothing wrong with carrying an extra 20-40lbs if you have a big boat and high winds....or make a smaller kayak.
