Look for any references you can get to "Squirt boats" particularly in regard to their design and use. Several people on this forum are designing and building such boats, or building them from someone else's molds or designs.

With water polo (for swimmers) you can move in three dimensions. With kayaks, A short, low displacement kayak that can dive under the water and then pop back to the surface would have an advantage over other kayaks which are tied to the surface due to their bouyancy, and restricted in their turning ability by their length.

You might consider a saucer shape for mobility in all directions, and then elongate it a bit to give some additional speed, and better tracking, to forward motion.
