If it was previously painted then head over to a boat supply shop, or find one on the web, and order any decent boat paint that says it is suitable for painting on fiberglass. Most of them are, so your main concern will be selecting colors you like from the multitude available.

Basic prep work is usually a bit of sanding. You probably don't have to sand off all the old finish, just rough it up a bit then wash off the dust and grime.

If there are pits, blisters, gouges, scratches or other defects or blemishes you will want to repair them before painting. Epoxy resin will work fine. You can add filler materials (like flour, finely ground plastic powder, or glass micro balloons) to thicken it into a paste for filling depressed areas. Let it harden and then sand it smooth. Scraps of glass cloth can be used for reinforcing any areas that need more extensive repairs.

Your can of paint should say whether a primer coat is needed. If not, then put on a coat or two, wait for it to dry, and go boating.
