Chris,

Given that you are looking to go on the cheap for this project, I'd recommend checking out Ross Leidy's homepage. He built the boat below with 5mm lauan plywood from Home Depot. The plans for this kayak were published in the Fall '94 issue of Sea Kayaker magazine, so you could save money on the plans, too.

It's an 18' kayak, so I don't know if it would be too big for your scouts. Also, the plans call for a relatively small cockpit, which requires that you slide into the kayak. The Pygmy or Chesapeake Light Craft kayaks come with larger cockpits that let you sit your butt down first, then tuck your legs in.
