Hi Bill;

The best tool(s) I've found for the job is a combination of a replaceable blade scraper at the link noted below, together with a ROS sander. The scraper linked below is easily sharpened and does an astounding job in confined spaces as well as the "big areas." I made good use of the paint scraper and sanding belt sharpening techniques recommended by Rob, which work quite well, but im my opinion, the scraper linked below is superior in use and now my first choice.
