Try a piece of PVC pipe or aluminum tubing for the mast.

If you can find a Sevylor aluminum paddle you can remove the paddle blades and use the center aluminum shaft for your sail. (When not sailing, you also have a spare paddle)

To mount the mast, find a piece of PVC pipe that is larger than the diameter of the mast, and mount that in your boat to serve as a socket for the mast.

Jo-Ann Fabrics, Hancock Fabrics, and I am sure many other fabric stores, sell clear vinyl in their upholstery departments. It comes in varying gauges, or thicknesses, and in clear as well as transparent colors. 60 inch width material is usually under $6 a running yard. For a 5 by 5 foot (square) sail get 1 and 2/3 yards, which should cost about $10.

Rigging and spars are up to your imagination.
