Before you attach the deck, you could add a small cleat in the very ends of the boat that you could pass a line through that could be used to pull the float bag to the end of the boat, as well as securing it from floating out. I used a 3" section of an old fiberglass tent pole, glued to both sidewalls so that there was plenty of space above, below, and behind it to get a rope through. Tie the tip of your float bag to one end of your line, and pull on the other, 'pulleying' the floatbag into the end of the hull. You can also add a cleat or two at the wider end of the space which can be crisscrossed with lines to secure the float bag.
