"Unkicked" epoxy makes me want to kick something..

Well:

I'm getting ready to glass my newly stripped kayak, and while I'm finishing fairing and sanding I thought I would try out a couple of test panels of epoxied strips to see the color, etc...well, to my dismay, the epoxy never hardened.

I'm fairly certain I mixed the hardener at the right ratio (I have metered pumps, and I did it twice). It hasn't been exactly hot here in Buffalo, but the temperature in the daytime has been in the low 60's. It's been 24 hours, and the epoxy is still wet to the touch! What is going on? Is there an 'absolute temperature' that must be reached for the reaction to occur? Will it just take longer at lower temps, or will it never happen? Should I try a mixture of fast and normal hardener to deal with the low temps?
