hatch strap bolt location on Pygmy?

I'm about to drill the hole to bolt the hatch straps onto my spankin'-new Coho, and I seem to see a discrepancy in the instructions.

The instructions say "drill a hole 1/2 inch outboard of the deck chine line", but the diagrams all seem to show inboard of the chine line.

I peered closely at the pics on the Pygmy web site, and they seem to vary -- Tern = outboard, Coho = inboard, Osprey = outboard.

Anyone know what they really intended?

Or have an opinion on the strength and durability of placing the bolts in one location or the other?

Or do they support such a trivial amount of force that either location will work?
