It is not that it runs cheaper but that there is less line loss. For sake of argument a 1 HP motor uses 746 Watts. At 110V that is 6.79 amps, at 220V it is half that or 3.39 amps. Line losses are are caused by things like the resistance in the house wiring, the cord and the motor windings. Line loses are expressed as current squared times the resistance or I squared R losses. So for any given power, a doubling of the voltage cuts the current requirement in half and reduces loss by the square of the difference. That is why 220 volt operation is cheaper.
