Polyurethane will work as long as you encapsulate the wood with epoxy....polyu glues are not meant for below waterline use where unencapsulated wood is constantly wet.....polyu glue is a pain to clean up, especially from your hands....

i've had good luck with the yellow carpenter glues.....but i've always encapulated in epoxy.....
