Had the exact same problem when glassing the hull my Pygmy Coho. I contacted Pygmy before doing the deck, to see if there may have been a problem in my technique, etc. Turns out it was a manufacturing problem with the lot of glass they sent in my kit. They sent me a whole new length of cloth to do my deck, free. I did not experience any problems of this nature with the new cloth. I did not pursue with them what the specific technical issue was with the bad cloth, but I doubt it was from the cloth being folded, as all the cloth shipped with their kits is folded, as was the new lot they sent me.

I sanded down the wrinkles, which involved sanding into the glass of the wrinkle ridges a bit, and then applied another thin coat of epoxy over the whole boat. Their still slightly visible in the right/wrong light, but not discernible to the touch.
