There was once some discussion on this "H"-shaped extrusion that you're looking for on this bulletin board maybe 6-8 months ago. Maybe an archive search would work.

Another option: check out the back pages of some kayaking magazines. There is a company that sells build-it-in-a-weekend kayak kits that include plastic halves of the kayak that you glue together with this H-extrusion and fiberglass tape on the inside. You should be able to get just the extrusion from them.
