Maybe I'm not qualified to answer this (since we might not even put rudders on the boats that we haven't finished yet), but here goes... :-)

If we need rudders, we'll put them after completion. I suppose that it might be easier to run the cables w/o the deck, but after the hatches are cut, that shouldn't be too tough. Besides, every rudder kit I've seen is intended to be installed on finished boats.

My vote: Don't let it slow you down, you don't need that rudder till after it's done anyway.
