Stitch and glue is the way to go if you want a boat quickly. Plans are cheaper than kits if you have good local sources of materials. They also take a little longer to build.

Skin-on-frame boats can be built very inexpensively, but I can't think of any kits that are available for them. There are several books available that include plans and extensive instructions.
