Personally, if you can see the weave of the cloth put a coat of epoxy on it. You will get a much finer finish. The down side is that you need to wait another week or so before you varnish.

I just reworked my first canoe I ever built. I had some areas were I had multiple layers of glass that I did not originally feather in. I absolutely hated the look so this winter I sanded the entire boat down feathered in the over lapping glass. Had to repeat the epoxy fill, then sand smooth process three or four times until I was satisfied with the finish.

In one spot (just larger than a nickel) just under the gunwale I noticed that I did not completely fill the weave when I re-epoxied. I varnished over it unknowingly and it is not as smooth as I would like it to be. I would say to the trained eye (Builder's eye, I will probable be the only person to ever notice it) it does not look as good as the rest of the boat.

If you get varnish down into the weave of the cloth you will never get it out. So what's my point if you want a nearly perfect finish spend the time and fill the weave with some more epoxy, and it sand it smooth, and repeat the process until you are completely satisfied.

Remember it is your boat, and no matter of your decision you'll be proud of your accomplishments.
