Don't know about innertubes or vinyl rafts, but I suppose it depends on the raft. They described it to me as ALL watercraft, whether manually or motor powered. Manually powered's just have a diff't fee schedule. I DID have to register my Sevylor Tahiti. I thought that a bit ridiculous.

I did stick numbers to my Folbot Super, didn't really care about that - the thing's practically a ship anyway. I got one of those plexiglass plates and string to hang the numbers off the Tahiti, since they'd probably get ruined by inflating/deflating/folding. I have obtained a hull ID for my Coho and stuck it to the cockpit side of the stern bulkhead. I will pay the 21.00 registration, but I have no intention of affixing the numbers to the boat. I didn't spend all last summer building her to go and do THAT. I'll carry them with me and milk the "I just built it, wanted to make sure it floats before I waste money on registration" bit as long as possible, and when that's worn out, I'll use the "She needs a couple more coats of varnish" bit for as long as possible. Hopefully by then, the state will recognize the error of their ways - but I doubt it. My guess is that the Watercraft Div. folks in the field probably feel about the same way we do about it - it's the pasty white bureaucrats who's idea of outdoor adventure is taking the garbage out that get their jollies from fees.

I don't mind the registration fee (actually, there's no fee just to get your hull ID for home built boats). Well, truthfully, I do mind the fee, but as a wooden boat owner, I mind the damn stickers more.
