Blotchy sealer coat on spruce strips

Good things seemed to be happenning with a sealer coat on the hull. After curing, the spruce strips showed blotches where the coat wasn't perfectly even. After doing some sanding I applied a small patch of epoxy on a test area to see if the colors of the sanded and non-sanded areas would blend together. No luck. Where I got into the wood with the sandpaper it seems like the epoxy won't soak in to match. Do I need to sand the whole thing again and start from scratch or am I just being too picky? It looks a little rough right now.
